Delete all background estimation data sets.

close_all_bg_esti deletes the background estimation data sets and releases all used memory.

Since all estimaters are closed by close_all_bg_esti, all handles become invalid.

If it is possible to close the background estimation data sets the operator close_all_bg_esti returns the value 2 (H_MSG_TRUE). Otherwise an exception handling is raised.

close_all_bg_esti is local and processed completely exclusively without parallelization.
